Ethics Review for QI or PE

Quality Improvement (QI) or Program Evaluation(PE) activities are the responsibility of a health care institution or region. The expectation is that all projects are conducted according to ethical principles, with strict attention to guidelines pertaining to vulnerable population and situations where individuals might later be identified.

If a planned QI / Program Evaluation activity meets any of the following criteria, ethics review  is required.  If activity:

Is part of a Master /PhD / medical student / undergraduate / resident / fellow research project as defined under 2.1.

Poses a risk or burden to participants.  Requires participants to take medication, undergo procedures/protocols/psychometric testing or provide biological samples (e.g. blood test, hair sample) that are not routine to the program/service.  This also includes collecting sensitive information about the patient/resident/client beyond that collected in routine care.

Is intended to be published in peer-reviewed literature. Is not part of an approved regionalized program Quality Improvement plan.  (By definition – at minimum, approved by WRHA Quality Council, or WRHA Program Management Team, or site Quality Council, or equivalent). Has the potential to infringe on the privacy rights or professional reputation of participants.
