ACCESS Winnipeg West flood damage update

The ACCESS centre located at 280 Booth Drive in west Winnipeg will remain closed for three to five months for repairs and refurbishment.

In the early morning of Sunday, January 4,2015, four water pipes froze on the top floor of the three-floor facility, causing them to burst and flood the floors beneath including the daycare.

This was one of two ACCESS centres within the Winnipeg Regional Health Authority to incur water damage resulting from frozen pipes.

After further investigation, it was determined a maintenance hatch on the third floor became ajar, allowing cold winter air into the surrounding area freezing four pipes on the third floor causing them to burst. Water ran unabated for several hours flooding the area and the floors beneath. Motion sensors detected the water, alerting security who notified the building engineers who immediately turned off the water supply.

At the time, no staff was working at the ACCESS centre, and no patients were present. As such, no injuries to staff or clients were identified.

A contingency plan was initiated that is accommodating patients and clients on‐site at Grace Hospital, and in various other areas of the community. This contingency plan is allowing staff to maintain a high standard of service and care to patients.

Damage costs are currently estimated to be $5 million. Damage to the facility has primarily affected interior walls and flooring. The majority of furnishings and electronics were preserved due to their elevation. Restoration work is underway to drywall, flooring, lighting fixtures, and ceiling tile replacement throughout the centre.

ACCESS Winnipeg West has approximately 170 staff working within the facility on a daily basis, and provides diverse services including a primary care clinic, speech language pathology, audiology, community mental health, home care and Family Services, to name some.

Approximately 100 to 125 clients visit the centre on a daily basis and generally attend scheduled appointments.

There are five ACCESS centres located across Winnipeg. Two new ACCESS centres are currently under construction in Fort Garry and St. Boniface.

ACCESS Winnipeg West contingency plan

We have implemented a contingency plan to accommodate ACCESS Winnipeg West clients onsite at Grace Hospital and in various other areas of the community. Clients have been redirected to the following locations

  • Primary Care Clinic – relocated to former Social Work offices, lower level Grace Hospital
  • Community Mental Health and Mental Health PACT Team – relocated to Mental Health Department (PAS), Grace Hospital
  • Home Care – relocated to Auditorium, Grace Hospital
  • Switchboard – co‐located with Grace Hospital Switchboard
  • Public Health Nurses – relocated to 1001 Corydon Avenue
  • Audiology/Speech Language – relocated to Deer Lodge Centre


Services redirected to 3401 Roblin Boulevard:

  • Child & Family Services
  • Family Services Programs
    o Community Living disABILITY Services
    o Children’s disABILITY Services
