Chief Medical Officer - South Winnipeg Integrated Health and Social Services

The Winnipeg Regional Health Authority (WRHA) is seeking applications for the position of Chief Medical Officer (CMO), South Winnipeg Integrated Health and Social Services (SWIHSS) (includes Victoria General Hospital & Access Fort Garry).

SWIHSS is the geographical partnership of Victoria General Hospital and the Access Fort Garry.  Geographic integration within South Winnipeg is intended to strengthen linkages between VGH and the River Heights/Fort Garry community.  These stronger links allow us to better organize how services are delivered to ensure that patients receive the right care, in the right place at the right time.

The CMO shall be accountable to the Chief Operating Officer, SWIHSS in the provision of services and to the Senior Vice-President and Chief Medical Officer, WRHA in respect to all matters related to the WRHA Medical Staff By-laws. 

The CMO is responsible for leadership of strategic medical management activities which contribute to the performance of the organization and promote patient flow and quality of care.

The CMO will ensure the highest quality of physician practice and provides leadership and assistance in expanding the physician network and building partnerships with local fee for service physicians.

Duties & Responsibilities:

  • As a member of the Executive Team, provide advice on all medical and clinical/ community matters to the Chief Operating Officer and other members of the Executive Team.
  • Promote and foster a supportive, transparent and collaborative culture.
  • Actively support and demonstrate the WRHA’s mission, vision, values and SWIHSS’ guiding principles and Strategic plan.
  • Serve as member of the SWIHSS Integrated Clinical Program Leadership Team along with the Chief Nursing Officer and Chief Allied Health Officer.
  • Provide leadership and direction to Medical staff and Physician Program Directors at the Victoria General Hospital and site medical leaders and physicians at ACCESS Fort Garry as part of an integrated delivery model.
  • Ensure Medical Staff are aware of and comply with the WRHA Medical Staff By-laws, Rules, and Regulations as set out by WRHA.
  • Actively promote and monitor quality and safety measures of medical care provided by Medical Staff to patients and clients of SWIHSS.
  • Promote an environment where research is actively pursued and supported.
  • Oversee the educational component of undergraduate and postgraduate medical trainees from the Faculty of Health Sciences, University of Manitoba at SWIHSS.
  • Collaborate and partner with Regional Program leadership in the planning, implementation and evaluation of program and services.
  • Collaborate with the WRHA Program leaders in the recruitment, retention and evaluation of Medical Staff at SWIHSS.
  • Act as a liaison between WRHA MAC and the Executive Team of SWIHSS.


  • Candidates must be eligible for licensure with the College of Physicians and Surgeons of Manitoba
  • Must hold certification with the Royal College of Physicians and Surgeons of Canada or the College of Family Physicians of Canada
  • Must be eligible for a Medical Staff appointment with the Winnipeg Regional Health Authority
  • Formal training in healthcare administration and process improvement are assets
  • A minimum of five (5) years’ experience of progressively responsible management and leadership in medical and healthcare administration

The WRHA is one of five regional health authorities in Manitoba responsible for coordinating health services in designated regions.  The WRHA is comprised of healthcare providers and management professionals, who coordinate, manage, deliver, allocate funds to and evaluate healthcare and health promotion in Winnipeg.
